摘  要：改革开放以来，虽然我国农业生产和农村经济获得了巨大发展，农民温饱问题基本解决，但农村文化建设却相对滞后，农村文化生活比较贫乏，这不仅制约着农村经济社会发展、农业增产和农民增收，也制约着全面建设小康社会的进程。党的十六届五中全会立足新的发展实践，立足全面建设小康社会、构建和谐社会的战略高度，作出了建设社会主义新农村的战略部署，对农村文化建设提出了新的更高要求。

党的十六届五中全会提出，要按照生产发展、生活宽裕、乡风文明、村容整洁、管理民主的要求，稳步扎实推进社会主义新农村建设。乡风文明，是社会主义新农村建设的思想保证和精神动力，大力加强新农村文化建设是新农村建设的关键因素。 2005年12月11日，中办、国办也出台了《关于进一步加强农村文化建设的意见》， 针对解决农民“看书难、看戏难、看电影难、收听收看广播电视难”等突出问题做出了全面部署。本文从对旌德县农村文化现状的调查入手，阐述了新农村文化建设的重要性和紧迫性，深入分析了新农村文化建设滞后的成因，并在调研的基础上，提出一系列振兴新农村文化的建设性意见和建议。
